Applying for an operator nummer

The owner of a drone is referred to as the operator. The operator registers by applying for an operator number. This also applies to companies that deploy drones and own 1 or multiple drones. You only need 1 operator number, even if you have multiple drones.

When registration is required

If you are the owner of a drone or unmanned aircraft with a camera or weighing 250 grams or more.
If you fly someone else’s drone with a camera or weighing 250 grams or more.
If you own a toy drone weighing 250 grams or more. Whether or not the drone has a camera is irrelevant in this regard.

How to apply for an operator number

You must be registered in the in order to apply for an operator number. Is the application on behalf of a company? The company must be registered in the trade registry of the Chamber of Commerce. Do you live abroad? Please check Applying for an operator number from abroad.

Apply for an operator number using the ‘Apply for an operator number’ button. Sign in with DigiD or eHerkenning (company). If you are applying on behalf of a company, you will also need a business registration number. You can find it on the excerpt or website of the Chamber of Commerce (KvK). A business registration number is not mandatory if you don't have one.
Sole proprietorship, partnership or shipping company? You must apply for the operator number in your own name.

No DigiD or eHerkenning?
Please visit an RDW inspection station or desk in Veendam of Zoetermeer. Please bring the following: Operator number application form (only available in Dutch), printed and completed, and a valid ID. Please see the form for details on what to bring. You can also submit the form by email or post.

You will receive your operator number by email.
Attach the section before the dash to the exterior of the drone in a visible location (e.g. with a sticker). Leave out the final 3 characters. This will prevent others from using your operator number. If you have multiple drones, the operator number applies to all your drones and must be applied to each one. In addition, you can program the number into the drone if possible.
If you are subject to the insurance requirement and/or have a flying permit, you will have to add it to the operator details on record.
If you are also the pilot of the drone, you are likely subject to the pilot licence requirement. Go to Applying for a pilot licence.

Attaching the operator number to the drone
The operator number consists of letters and digits. Example: ‘NLD87astrdge12kc - xyz’. Attach the section before the dash to the exterior of the drone in a visible location (e.g. with a sticker). Leave out the final 3 characters. If you have multiple drones, the operator number applies to all your drones and must be applied to each one. In addition, you can program the number into the drone if possible.

Keep in mind that no refunds are issued

Your payment is to have your application processed. Once a payment is made, it is not possible to get a refund. Not even if you have made a mistake.

We can only process operator number applications for non-EU and non-EASA residents. If this is the case and you would like to fly in Europe, please apply for the operator number in the first European country where you will be flying. If that country is the Netherlands, we can process your application.

How to apply for an operator number

Request an operator number application form via email. We will send it to you within 5 working days. Information about what to do is stated on the form.
Once you have returned the form and attachments, we will send you a payment request.
It can take up to 10 working days after your payment for the operator number to arrive.
