More EETS Providers start admission process for truck toll in the Netherlands

Axxès and TotalEnergies signed the EETS (European Electronic Toll Service) agreement with RDW. The signing marks the start of the process for admission as a service provider for the truck toll, which is expected to start in mid-2026.

Both TotalEnergies and Axxès are EETS providers originating in France.
TotalEnergies is a global integrated energy company that produces and markets energies: oil and biofuels, natural gas, biogas and low-carbon hydrogen, renewables and electricity. TotalEnergies is committed to provide as many people as possible with energy that is more reliable, more affordable and more sustainable.

Axxès has been specializing in European electronic toll collection since 2005. Their customers can use the C'moov 4G toll box to pay the toll and road tax that apply in certain countries. Axxès is committed to continuous improvement of its services to meet the changing needs of carriers.

Confident

Jan Strijk, director of toll collection at RDW, is pleased with the expansion: "TotalEnergies and Axxès are well known in the transport world. Taking into account their expertise and ambitions, we are confident that they will be granted admission."

Sylvain Giraud, Head of Products – Tolling at Axxès, is also positive: “We are delighted to begin this collaboration with RDW. It marks a key milestone in our ambition to provide a universal, borderless EETS mobility solution. With neighboring countries like Germany and Belgium also connected, our clients no longer need to worry about paying tolls, and drivers can focus solely on the road.”

Mathieu Soulas, Senior VP New Mobilities within TotalEnergies is looking forward to the collaboration: “We would like to thank RDW for its trust. Thanks to this collaboration, our European truck customers will be able to enjoy unrestricted mobility and drive more easily in the Netherlands as soon as the truck toll market opens up. We're also delighted to be supporting the efforts to promote energy transition in the Netherlands, which is the homebase of our TotalEnergies worldwide business unit for the biogas and hydrogen mobility and where we provide an extensive electric recharge infrastructure.”

Five providers

In March, EETS-providers Toll4Europe and Telepass already signed an agreement with RDW. Together with TotalEnergies and Axxès, there are now four EETS providers that want to offer the payment of truck toll in the Netherlands according to the European EETS system. More providers may follow. In October 2024, Triangle was already contracted as a national provider. Their services are only aimed at the Netherlands. The growing number of involved EETS providers is an important step towards a user-friendly and efficient system of truck tolling in the Netherlands.

Truck toll

The onboarding process for Toll4Europe, Telepass, TotalEnergies, and Axxès is a preliminary step leading up to the truck toll that the Netherlands plans to roll out by the middle of 2026. Just like in countries around us, truck owners will pay an amount per kilometre driven, both on the motorways and on some provincial and local main roads. The basic rule is: the lower the emissions of the truck, the lower the rate. As soon as the toll system has been launched, the motor vehicle tax will be significantly reduced and the Eurovignette will be discontinued in the Netherlands. The truck toll encourages the use of zero-emission trucks. This reduces CO2 emissions from freight transport in the Netherlands. The toll also applies to foreign trucks. The net proceeds of the truck toll will go to subsidies for making road transport more sustainable and innovative.
