Toll4Europe and Telepass start admission begin as truck toll service providers

Toll4Europe and Telepass are the first companies to sign the EETS (European Electronic Toll Service) agreement with RDW this month. This marks the start of the procedure to be admitted as truck toll service provider. The truck toll is expected to go live in the Netherlands in mid-2026. This is an important milestone towards a user-friendly and efficient system to charge trucks which drive in the Netherlands.

EETS

Both companies want to offer truck toll payment services in the Netherlands according to the European EETS system. An EETS provider simplifies toll payments for road users by registering the toll, invoicing the costs, and collecting payments securely and reliably. EETS enables transportcompanies to pay tolls throughout the EU via with one contract with a service provider and one On-Board Unit (OBU).

Toll4Europe, a German company, is a joint venture of T-Systems, Daimler and fuel card providers DKV Euro Service and euroShell. Toll4Europe has been active as an EETS provider since 2017. Telepass is an Italian company offering electronic toll payment systems and mobility services. Telepass has been registered as an EETS provider since 2016.

In an admission procedure, RDW assesses, among other things, whether the providers comply with the requirements of the European EETS Directive. This is to ensure that transport companies and truck drivers can rely on the services and equipment offered. RDW expects that other EETS providers will also start the admission procedure soon.

Truck toll

The procedure is a stepping stone to the truck toll that is expected to be introduced in the Netherlands in mid-2026. This levy, which already is in place in countries around us, is an amount trucks owners pay per kilometre driven on the motorways and some regional and local main roads. The principle that applies: the lower the emissions of the truck, the lower the rate. With the introduction of the levy, the motor vehicle tax will be significantly reduced and the Eurovignette will be abolished. The truck toll is an incentive to use zero-emission trucks, and to reduce CO2 emissions from freight transport in the Netherlands. The levy also applies to foreign trucks. The net revenue from the truck toll will be allocated to subsidies aimed at making road transport more sustainable and innovative.
